IMO, the feds would support SPX, let NDX do what it may - who cares? It would be supported indirectly, but 10% is not a lot to ask. The funds/Street may try to support too, probably they do already, to lock in fees/bonuses. But, one could think: tails - lose $1.5, heads - may win $5.
