Tim,
You can have regulation like "no sales to kids", maybe a reasonable level of taxes, but get too strong on either and you lose some to most of the benefits of legalization.
Do you believe the current level of regulation on prescription narcotics is "reasonable," despite there being a black market for it?

Should we just do away with that whole prescription thing and let those who want to abuse prescription painkillers do so without harassment? If so, do you think the black market would go away?
