THC peaks rapidly in the first few minutes after inhaling, often to levels above 100 ng/ml in blood plasma. It then declines quickly to single-digit levels within an hour. High THC levels are therefore a good indication that the subject has smoked marijuana recently.

I guess you're saying just having smoked marijuana recently doesn't mean you're impaired. I guess I believe the amount of THC in the bloodstream IS a pretty good indicator of how stoned someone is. But if you're right and there's no way to tell how impaired someone is, we should just give up and let people drive as stoned as they want to. Heh, I remember koan posting one time that he was so stoned he was blind in one eye ... guess he was good to go.
