Legislation around any vice is an attempt to reduce human depravity. The question becomes how far do you go with that? Do you pick and choose, do you draw a line as to degree of harm, or do you leave it to individuals to decide for themselves? Children are another issue; as in a traditional culture the parents and influential adults are held responsible.

We are in essence returning to the debate about exploiting the law to legislate morality, since a vice is essentially tied to a moral standard of one sort or another. This represents a failure of culture to uphold standards of good conduct or even do a decent job of defining those standards and/or curtailing deplorable behavior. What are the benefits, what are the risks, what are alternatives?
