Less, the NBA had to protect its brand. Anything less than what Silver did would have negatively affected the league.

Of course, I'm sick of the media spending almost all of their energy on this Sterling Don nonsense. Fine him, force him to sell the team, and move on. If he wants to fight all of this in court and take the Clips down with him, let him.

Besides, I'm sure Anaheim, for example, would welcome an expansion NBA team.
