Yes, the article is very clear. He had insurance in 2009. Of course he is grateful. He let his insurance lapse and was able to get it again. After the coming major reforms to the present system , "so called ACA" that may be one of the features that will be in the new legislation.

Kenneth is being deceptive. Just as he is deceptive of not knowing of the accusations of the VA Hospital scandal. He simply doesn't care about people, other than using them for his vicarious live via political competition. His obsession with the democrat party is similar to a sports fan, not a humanitarian.
