From the December 10 News Release:

"This substancial contract is in addition to the sales Madison already has with other clients such as Revenue Canada(US's IRS) and Ministry of Defense."

I think that it takes time to make the first sales which was a pretty big one. Since like stock buyers government buyers also are more careful when dealing with smaller companies. In addition usually when one company takes over another there is a transition time period to learn and adjustment for both sides. Maybe UCAN(Now MADI) wanted thing to be done differently. Now the transition time period is over and they from what I heard are gearing up the sales force, manufacturing, PR and marketing. It is alot easier selling something after the first one is sold.
