I don't believe that you can't differentiate between performance standards, meaning that if you have some gear, it must work, and options, which are features you may or may not want to include. You are smarter than that.

I can, but it's a moving target. Air bags used to be an option, not now, they are mandated. Anti-lock brakes, the same. I'm sure lots and lots and lots of people didn't want to pay extra for air bags or anti-lock. But there you go... Progress. The minimum standards for health insurance are not that bad... and they're certainly not unheard of in regulation. In face I think they're pretty good, but that's my perspective.
