Just putting it another way, my feeling is that book lending operations have outlived their usefulness.

I think there is other functionality that can be provided. About 20 years ago my firm handled the annual audit of one of the bigger library systems in our state; they were very aggressive in their transition to digital media but could not get away from the book lending costs. I saw their financial statements a few years ago and they're still spending what they were 20 years ago on archaic infrastructure for book lending. Maybe that isn't typical but I suspect it is.

So, I would do away for the most part with the lending library operation and focus more on educational applications.
