Sure, historically taxes were imposed not for the good of society, but for the good of the rulers. Did the ancient Egyptians want to build those pyramids to bury their pharaohs in, did the pyramids benefit their society? Did the bread and circuses spent on the population of the city of Rome benefit the provinces where the taxes were raised?
