No doubt Putin used what levers he had to get Ukraine to stay close.
To include military force via their masked "green men"..

Say what you want about whether or not the US and EU meddled in Ukrainian affairs, what they used was economic incentives (as well as economic discipline against Oligarchical rule by requiring more rule of law, as ineffective as it might initially be)..

I don't believe the EU ever threatened to ANNEX any part of Ukraine.

What does Putin have to offer? Subjugation and "green men" raising hell and undermining the existing gov't, just as much as they did the previous one.

Again, Ukraine would have benefitted far more by having economic ties with both the EU and Russia.

And we should be supportive of that arrangement, if that is what the Ukrainians so desire.

But make no mistake, Maidan would not likely have occurred had Putin not pressured Vanukovych into defying the will of the Ukrainian people.

And Nuland, or the US/EU would not have found so much fertile ground to apply pressure against Vanukovych in subsequent months.
