Government controls or attempts to control society to a great extent, but it doesn't really represent it. If you did a word association test with "government", I bet most people would say "Congress", "President", "Governor" or a word not suited for a family site. :-/ What they probably would not say is "agencies" or "bureaucracy" and they are in many cases the ones running the show with their rules and regulations whether we know it or not. The IRS, EPA, Dept. of Education, Commerce, etc.... and their employees are seldom if ever held accountable or punished even if what they do is against the law. In many ways we are run by unaccountable bureaucracies.
