You realize industries historically capture regulators and use them to restrict competition, right?
Historically? It's happened but is certainly the exception.
Cable Television franchises. The local level regulators prevents competition in my area.

FIOS wanted to provide Television over fiber but was never approved and so they can only provide Internet and Phone.

I believe this is the same throughout the country. Comcast and Time Warner have captured the regulators.

It's the norm not the exception.

And the more regulation, the more corporate money in politics. A key benefit from regulation for politicians.
