I'm afraid you are correct.

It's only recently that the city of Victoria started secondary treatment of their sewage on Vancouver Island.

They didn't even do primary treatment until the early 1990's.

They would let it rip out into the Strait of Juan de Fuca on the outgoing tide.

Disgusting...

I used to sail through that pollution for years and years on the Strait.

The State of Washington had complained about it for decades.
