The transcontinental railroad didn't make economic sense, then.

It did make sense a couple of decades later when a private cross country railway was built. Without the government involvement there may have been a bit of a delay but if government funded transcontinental railroads were not built, there would have been more reason to build a private one (or more than one) before the Great Northern Railroad. The basic idea made sense at the time, unlike HSR (except perhaps in very limited areas) now.
