What I find concerning about that approach is less the fiscal disaster it causes but the disheartening message that people are victims relegated by fate, impotent and incompetent, as struggle is unpromising. It turns humans into barnyard animals waiting for their daily feed as they jockey amongst for a touch of sunlight, never to know the joy of accomplishment beyond the occasional good bowling score. I see that as a cultural and economic sink hole. Compassion is not a virtue, IMO, when it is not constructive.

My own experience, however, when faced as a child with the expectation of limited prospects was to defy the expectation of a low ceiling rather than believe it. I don't know what proportion of people fight back against that message versus those who are defeated by it. Not enough, I expect. It's easier to wallow, particularly when you have lots of company and it gets you sympathy.
