In your world all the targets of "tax and spend" policies are bowlers?

I wasn't addressing anything but redistributionist (welfare) spending. It's the latter that is killing us and still escalating. One can argue that farm subsidies, wars, green technology, etc. are wasteful and even counter-productive, but that part of the budget isn't where the threat is.

As I understand it, a lot of the tax and spend money goes to government employees, and government employee pensioners. I would be surprised to hear that none of them ever manages to know the joy of accomplishment beyond the occasional good bowling score.

Government employees, civilian and military, are employees not welfare recipients. As are government contractors. While one may argue that their work shouldn't be done or isn't valuable, they are still employees receiving salaries from their employer and accomplishing what is called for in that context, just like other employees receiving salaries from their employers, not citizens receiving redistributions based on need. Whole different paradigm. Only the source of the monies is the same.

I think that your view of what they may be able to accomplish in life is rather limited.

Quite the contrary. I would elaborate but... <g>
