Not likely to be many fully private versions with no government funding, when the government is tossing around the funding. Private investors that are offered the money will often take it. Private builders that find that a public project is already covering the business opportunity will often find something else to build. Also there is the lesser issue that tax money and borrowing to fund the projects reduces the funds available for private investment.

As I said "if the government had not involved itself so much" there would be more totally private investment, but government did get involved quite heavily.
