The November 20th announcement reveiled the signing of the final agreement. Today's announcement offered disbursement date guidelines,
and final, final agreements.

And it said RMCW was getting the money, not RMIL. Remember Morgan said in the Casper Star Tribune article on November 4, that the money would be there "literally within minutes". That was 55,000 minutes ago.
