No, he made an accurate observation that was relevant to the point he was responding to. And after all these years, you still don't understand the why behind them The reason people state for pushing such policies is either mistaken, or a false reason. I tend to give people the benefit of the doubt, so I'll say its probably mostly mistakes rather then dishonest manipulation, but you do see the later from time to time as well.
