1,200 members sounds more like a large family than an insurance plan.

With that size risk pool they will be out of business within 2 years.

Based on my experience working with several health insurers in 3 different states it takes close to 1,000,000 members for an insurer to be viable. An insurer with 1200 members is either a closed system or some kind of scam. It is clearly not competing in an open marketplace. Their rates are irrelevant to the market as a whole.
