Doesn't have to be a defense contractor. Any manufacturer who can meet the specs will do. For example I'd be overjoyed if Tesla makes the next limo, or if Google buys a standard chopper, fits it out to specs, and sells it to US. "Standard US military helicopters carry flares and chaff." The standard one doesn't have to be able to direct WW3 while flying to visit hurricane victims who have to be visited because it would be the opposite scandal if she didn't go there to cheer them up.
