CVUS talks fast but I talk slow:

A conversation on the internet between two "computers" is sort of like a telephone conversation with a boring relative; every once in a while they expect you to nod or head or give some sort of "ACK" (acknowledgment) that you actually heard what was said (received the data). If they don't get one right away - they wait until they do or maybe repeat what was just said (sent).

So, althought one side of the conversation (CVUS) wants to talk real fast, they are somewhat constrained by the speed (telco return) of the other. The faster the end user's machine can reply the faster CVUS can send data. I guess, if you have an ISDN uplink you can make your downlink faster than if you have a pokey 33Kbps modem.
