How can it not be thrown out by the courts? I believe Roberts truly believes in the Constitution, although I cannot explain his roundabout decision in the previous case. But it is inconceivable that the people who wrote the Constitution envisioned the "gut-and-amend" process used on HR 3590 as complying with Origination Clause. They would have just left it out of the document. If the law isn't thrown out on this basis, the Constitution should be put in a paper shredder, because there will be nothing left of it.
