Every A Team has 2 highly trained and skilled medics. Each of them has trained and worked in many hospital systems.
The other 10 team members are all highly experienced, and skilled, large and small group managers.
They are used to deploying into problem areas and solving the problems.

I believe that one SF A Team...any A Team...could fix the VA's problem quickly.
Give the team a little authority, and one typical VA facility to study and work on,
and they will have it up and running like a Rolex in 6 months.
