For as long as phone makers are allowed to tweak the OS and slap it onto their devices, there will be fragmentation. We've also got empirical evidence that the hardware is fragmented as well...
The operative point is whether the fragmentation *matters*. It used to. In general, it doesn't now. There are some exceptions:

A) If you use a device running a very old (pre-v4) version.
B) If you buy a poorly made device and/or one that runs a version of Android that has been heavily tweaked, installed with bloatware, and the like. While both crappy hardware and software versions are less prevalent today than they were in the past, they still exist. But like any other product, why would you buy something you know nothing about? It's so easy to find and buy one of the many (and generally best-selling) devices that run clean versions... it's not like you need to do much research. Want to spend a lot of money? The S5 is superb. Want a better value? The Moto X (I sounds like a commercial for it by now) is the best phone value I've experienced in decades of having my nose in this stuff.
