There is a huge difference. Public sector unions ought to be against the law, just as FDR believed -- they have a built in conflict of interests that cannot be escaped.

I don't like private sector unions, and I think they are EXTREMELY anti-labor and have been given far too much protection under the law. But I don't think they should be banned or outlawed. I think they're doing a pretty good job of killing themselves off, so long term they don't pose a threat.
