Back in 1969 this was already firm in planning. SSSI (Solid State Scientific, Inc) and RCA, back then the leaders in CMOS logic incl. but not limited to the CD 4000 logic family, both had the development contracts for this supposed to become compulsory arrangement for cars.

At the end of the day, however, it only became an automotive alarm system for all cars registered in the US and elsewhere sounding an alarm in case safety belts were not deployed.

So, nothing new here, GM did not invent anything, just dug into old books.
