1. Pay the debt and fund the pensions and there would be no surplus. 2. Define the revenue stream to fund the train at about 3X the current "estimate". As long as it is done in state it is all fine with me. I will look up Lake Erie water issues when I get home. The real threat to the Great Lakes is the Asian Carp. The only way to keep it out is to shutdown the Chicago canal. Of course there is a guy from Chicago not in favor of that which would be a real environmental issue that actually matters. It is more of why the guy is so phony. He would rather fight CO2 than something real time. The guy is a true phony. Bob
