How about life without parole for the parents, as accessories to murder?

Sounds like he probably had major social deficits, unrealistic expectations regarding his romantic/sexual hopes and this led to more social failures and further anger. How do you fix broken...? I watched his disturbing retribution video which came off like a talking villain piece from a bad movie.

This was clearly the product of a very angry person who was not fitting in. In turn, he blamed anyone and everyone who he thought had what he wanted but had no capacity to generate for himself. Whether it is sour grapes with elements of dog in the manger, or whatever, it is just sad and horrific to see this guy's "magnum opus" confessional video. What a legacy of sadness and vitriol to leave the world and your family to bear. The story I was reading said he was seeing therapists and that he had been interviewed by the police who had little basis to pursue this and other rants. What does "annihilate" actually mean without 20/20 hindsight?

In reality, it isn't a lot different from speeches of resentment and defiance in outsider movies with payback (e.g., Revenge of the Nerds).

Gibert: I just wanted to say that I'm a nerd, and I'm here tonight to stand up for the rights of other nerds. I mean uh, all our lives we've been laughed at and made to feel inferior. And tonight, those bastards, they trashed our house. Why? Cause we're smart? Cause we look different? Well, we're not. I'm a nerd, and uh, I'm pretty proud of it.

Lewis: Hi, Gilbert. I'm a nerd too. I just found that out tonight. We have news for the beautiful people. There's a lot more of us than there are of you. I know there's alumni here tonight. When you went to Adams you might've been called a spazz, or a dork, or a geek. Any of you that have ever felt stepped on, left out, picked on, put down, whether you think you're a nerd or not, why don't you just come down here and join us. Okay? Come on.

Gibert: Just join us cos uh, no-one's gonna really be free until nerd persecution ends.

Animal House:

Bluto: What the fuck happened to the Delta I used to know? Where's the spirit? Where's the guts, huh? This could be the greatest night of our lives, but you're gonna let it be the worst. "Ooh, we're afraid to go with you Bluto, we might get in trouble." Well just kiss my ass from now on! Not me! I'm not gonna take this. Wormer, he's a dead man! Marmalard, dead! Niedermeyer...

Otter: Dead! Bluto's right. Psychotic... but absolutely right. We gotta take these bastards. Now we could do it with conventional weapons, but that could take years and cost millions of lives. No, I think we have to go all out. I think that this situation absolutely requires a really futile and stupid gesture be done on somebody's part!

Bluto: We're just the guys to do it.

D-Day: [stands up] Yeah, I agree. Let's go get 'em.

Boon: Let's do it.

Bluto: [shouting] "Let's do it"!

Making relatives civilly liable for the acts committed by mentally ill family members living with them would also help IMHO. (If they knew of the problems or reasonably should have known of the problems associated with the mentally ill person and took no action toward helping prevent what happened--allowing them to have guns etc..)
