That's one of the points arguing against a national minimum wage, or at least against one that isn't rather low. The revenue and cost structures of businesses, and the labor market in different states, are different. What works (or at least is tolerable) for the richer states wouldn't work so well for say Arkansas.

You know that without trying. Interesting.
