No it isn't.

For one thing, evil is relative.

For another, there are a million different answers. Some people are just wired wrong. They are born with a birth defect that we can't see.

Some kids have traumatic brain injuries that make them violent later in life- plenty of research on that.

Some people are "evil" because they are angry- sometimes that's due to faulty wiring, hormonal imbalances, and sometimes it's societal- since we have little place for aggressive maleness in our society.

So there are plenty of very obvious reasons for "evil"- but that doesn't mean we can do much about them. Perhaps you confuse the fact that we can't proactively stop the evils we know will occur from happening. But that's not an eternal question either- that's just a lack of omnipotence and omniscience.
