Besides key policy initiatives that we believe the new gov’t may consider (viz. gas
& fuel pricing reform, transparent subsidy sharing, incentivising E&P, improving
the gas investment climate, gas pipeline imports, DTS revival), we believe
investors should also focus on other emerging themes that could play out in the
medium term. Some of these themes are: 1) Revival of city gas, 2) Structural
changes to world energy mkts, 3) Potential upsides to pipeline tariffs. Meanwhile,
subsidies are peaking and with diesel losses falling to a multi-yr low of Rs2.8/ltr
and consumption declining further total losses on it could more than halve from
Rs0.63tr in FY14 to ~Rs0.25tr in FY15E. This alone could lower overall under-
recoveries from Rs1.4tr in FY14 to ~Rs1.0tr in FY15E, even pending further
policy announcements and assuming status quo on LPG/kero.
