FDA is not required to ship to UK only MCA. They are producting product at plant 2 already, but can't ship it until they get approval. Don't they have 3 lines running at plant 1 and 1 line at plant 2?

The reason for the shortfall was simply moving the equipment from 1 to 2 and getting it up and running. I am sure no easy task.
