P.S. I was surprised to see that Mission Viejo(#75) is also bankrupt. And they're not exactly heavily dominated by Democrats:

Of the 56,286 registered voters in the city, 31,090 (55.2%) are Republicans, 14,319 (25.4%) are Democrats, 8,790 (15.6%) declined to state political affiliation, and the remaining 2,087 (3.8%) are registered with a minor party.

And all those cities are in CA. When the state got in trouble, so did many of its cities. The blame goes right back to Prop 13, an initiative created by the right. Thanks to Prop 13, cities in CA are more dependent on the state gov't for funding than cities in other states.
