I think you're referring to the SOFA. But that document was never intended to be what it ended up becoming.

A competent president would have renegotiated it. That is what Bush would have done; Pentagon leadership always believed the SOFA would be renegotiated, if in no other way, by renaming the 10s of thousands of troops who would stay in Iraq for some years to come.

What Obama did was totally incompetent. Which is nothing new; there is practically nothing one can point to that suggests anything else.
