Just to clarify or re-emphasize on this topic: Moving equipment to the new plant did not cause a proportional decrease in production. This is because they also moved experienced people which also caused yields to decrease on the remaining equipment. This was another factor which caught management by surprise, however, the success and quick productivity of the new plant should be worth it in the long run.

The most efficient way to bring new equipment on line is by having a working line right next door. When any part of the process is in question, the working line facilitates immediate comparison of process setpoints, product variables, and software funtionality. Maybe I'm again just rattling off of an engineering perspective.
