In most cases a cover up or the perception of a cover up in government does way more harm to those engaged in the cover up than just taking their licks for whatever they did wrong in the first place. They had Learner who is guilty as hell. They could have Nixon'd her and been done with it. . Left wingers would have a parade for her. Bill Clinton could have stepped aside and let Gore have two terms. Bill would be a martre for the left but not now. IRS: Not now
