The best thing bout terrorist groups coming out of the caves so to speak and acquiring buildings, roads, airports and infrastructure is that they have just become a "target rich" environment so to speak. They will want to consolidate their gains and become a working state first IMHO and then think twice about doing anything that would undo that.
