Wasn't just in Phoenix. Was nationwide.

Solar doesn't save money. Buying electricity is cheaper. Patient care should have taken priority under any circumstance.

solar saves money in a climate like Phoenix.
Ideally yes, but $20M is a LOT to spend on solar panels.

My guess is that they paid 10X as much as they could have.

Even you can figure it out from there.

Even in Arizona, solar still needs government incentives to be competitive. Of course, those incentives are mostly tax credits and the VA isn't a taxpayer. So solar certainly won't save the VA money over the life of the system.
