I think all of the deciders on invading Iraq had their own motivations:

Wolfowitz - get the US militarily in the ME for Israel

Rumsfeld - get to play with his military

Rove - get the knee jerk support a president at war gets for that second term

Cheney - get no bid contracts for his corporate buddies

Bush - get to play "War President", and shut up the critics of Poppy, who thought he should have done it

No one in the Bush admin had any reason NOT to go.
