Yes, the surge worked because we used Tribal Sunnis and moderate Sunnis to help us against the more militaristic Sunnis. And we put them on the payroll and gave them weapons to accomplish it. Then Maliki comes in and he treats all those Sunnis that helped with the surge like dirt and stops paying them or letting them have any say in their own areas. All the bad stuff began when Bremer disbanded the Iraqi military and kicked all the Baathists out of the Iraqi government. Even "moderate" Sunnis hate THIS Shia government and are tired of being treated like undesirables in their own country. That's why they aren't going out of their way to stop ISIS.
