I think what happens is that people get too close to the trees to see the forest.

Bremer's right there and he sees the Shiites and how they've been essentially subjugated by the Sunnis for so long and he thinks that probably the best way to deal with that is to change everything completely.

He FLIPS everything. Now the Shiites are totally in charge and the Sunnis are excluded.

He figures the Shiites have suffered under this type of rule so much that they will appreciate the predicament of the Sunnis and make sure that they don't have to suffer the same thing for very long.

Sort of the same thing happened after the Civil War in the U.S. during reconstruction. It didn't work out very well there either.

What AMAZES me is that they can't figure this stuff out for themselves????
