Back in the 80s I used to deal with IRS a lot. And they were a mess. Incompetence from top to bottom. For reasons I don't recall, the existing Commissioner left (I can't remember if he was fired) but a new guy was put in. It was the most astonishing turnaround I've ever seen. Over the course of a year, maybe two, the entire attitude of the place changed. I think a lot of it starts at top. If you have a guy running the Service you can't really expect him to have better standards than the president himself. This is what our government is really suffering from today. Just no leadership, no responsibility.
