Bigger than one administration. How did the intel types miss the collapse of the USSR? I think that's because they're good boys and girls. They do their homework. They fill out reports. When you need Jack Bauer, you don't give the job to a guy because he has the best grades in the class. Bureaucrats sit and count rockets and tanks. OTOH a person with a sense for what's going on, and a vision - realizes that a guy by the name Yeltsin is about to jump on top of one of those tanks, and lead a revolution. Regrettably, quite likely, the guy with the vision was fired by the CIA for not keeping his desk clean, and for having a Russian girlfriend. Anyway, that's my vision of what probably happened... :)
