Lets face it. People are not always rational. This was a great year despite the last three weeks in techdom. For this reason, lots of folks are looking at selling their tech losses to offset gains in other areas. Perhaps, buying a set amount weekly for the next few weeks would be one prudent way. Trying to time (impossible in my view) by buying a few days before the end of the trading year is just as risky as buying all at once at some "great" price. The real question is whether cutthroat competition is going to keep the price of these chip commodities low in the long term, just the way the free market is supposed to do. Perhaps the companies will eat each other up untill only a few stong ones have survived and these survivers can then raise their prices to profitable levels once again (analogy--airlines). AMAT, the largest, will obviously be a survivor, but it could be awhile.
