Sure, and as you probably know, the 2nd bomb, the plutonium sample, was intended for the Kokura Industrial Complex not far from Hiroshima - but the weather went bad and... Nagasaki became the pick.

Once again, and I have posted this before with a bunch of my buddies really coming after me, whereas a reasonably case can be made for the 'necessity' of dropping the Hiroshima bomb, coming up with a plausible case for the necessity of dropping the 2nd bomb, on Nagasaki or elsewhere in Japan, always has been and remained a challenge...
