How does one have to do with the other?

Bush was the most incompetent president in the last 50 years. Yet, all you did was praise him. Had you called it like it was it would be reasonable to pay more attention to your current appraisal of Obama. However, that's not the case. You applauded Bush with every wrong step he made and intentionally overlooked his incompetence. That makes you a ridiculously partisan individual who works diligently to find things wrong with Obama. In other words, you have no credibility.

In order to accuse Obama of incompetence one has to first accuse Bush of it?

That's sort of stupid, isn't it?
