I've been trying to remember the number of votes it takes to bring a case into the docket for consideration. I don't think it's a majority of the justices. Perhaps in unusual cases. But not the norm. Just can't recall.

I do agree that the chief justice can't refuse to accept a case if the majority wants. I don't even think it takes a majority. At least routinely.
