And humans are clever, so besides having to repair it, you'd have to be upgrading it. Besides, the numbers have been declining since the Great Economic Bellyflop. So, your argument is it isn't worth doing? This isn't a huge issue with me, but it does seem reasonable to protect the country's borders and fences are a proven way of doing it. They're not perfect, but they're better than nothing, and I suspect the cost of building it would be quickly recovered making it a worthwhile expenditure.
